Hi Matteo, The behavior differs on public instances and authoring instances. On an authoring instance you're allowed to view a substep without passing through the previous steps, whereas on a public instance its not allowed. The reason we made it this way is that we didnt want to require editors to navigate through the form filling it in with valid values when they author it.
