I think there is also a change between Magnolia 4.5.2 and 4.5.3 in this respect. Where the magnolia-activation-keypair.properties did not have to exist prior to activation (it was created on first activation) in 4.5.3 this no longer seems to be the case. The file now needs to be present before first activation it seems.
Seeing the issues people have with this new activation mechanism I seriously wonder if it was worth the trouble of putting it in the product? So far we see no real added value to this feature and it has only cost us extra time.. And it still does since I ran into the issue above again..
