Yes, it will work. 
But I can not expose the data module to "simple" editors, they need the maximum 
level of simplicity, it is a project requirement.
In the end, I gave them r/w permissions on the page and remove the Website tree 
from AdminCentral, to avoid page activation / deletion / creation, ... 
I've created a simple Magnolia page that lists all the pages with that 
paragraph inside, so editors can click on the link, edit the paragraph and with 
a pre-build "paragraph-activation-button" they can activate the changes.
