Excuse me if I was not precise enough with my question. I doubt you will have to make ALL workspaces available to the site staff. Why? Well that's part of the use case. A normal editor will only upload documents to dms, edit content in the website and maybe add a few categories in the data workspace, so all in all you would need to enable your specific workflow for 3 workspaces: website, dms, data. Have a look at our demo site (demo.magnolia-cms.com), apart from the superuser account you also have eric/eric who is an example editor and peter/peter who is an example publisher. When you log in as them, you will see a lot less in adminCentral than superuser is able to see. Long story short: it only makes sense to enable your workflow for workspaces that people actually have access to.
