I tried to reproduce this: * I started with a fresh 4.5.7 CE installation, * made sure config:/server/i18n/content had two locales defined, defaultLocale and fallbackLocale set and enabled = true * checked that config:/server/i18n/authoring also had enabled = true
And I did get the drop-down menu in the top right corner in edit mode.
