If you disable versioning, you activate the page as is at the time when activation is performed, not as is when initiated by the editor (which might be significant time difference if you have manual approval step in your workflow). Other than that versioning allows you to restore page to the state it had at the time of activation in case you modify it later and need to go back. As for the solution, the problem is specific to something you have done with your content. I've explained in my first answer what you need to do to find out more about the cause.
