Hello!

The "activate" action's availability is restricted to demo-project-publisher 
role by default - see 
/modules/pages/apps/pages/subApps/browser/actions/activate/availability/access/roles
 in the Configuration App. So either you assign this role to your new role, or 
add your role to the list of roles in the "activate" action definition.
