This is correct. EE comes with MultiSite by default, thus, you can add multiple site to the configuration. But if you only have an EE (non Pro) license, only the default site will be considered. MultiSite requires an EE Pro license. You right about the documentation though, we'll update it. BTW: If your EEPro license has been expired for more than 14 days, MultiSite will fall back to "default" only too.
