Why not go for a Content App? 1) Configured once, read everywhere 2) Extendable (..you can change the app form to handle more infos) 3) Easy management (drag&drop, node moving..) 4) Easy to move / activate between instances
If you want to go for something based on STK, you can extend the meta-navigation mechanism, handling 2 levels of internal links.
