Normally Magnolia will force that screen always. The reason you don't see the screen is most likely because in [code]<yourwebapp>/WEB-INF/config/default/magnolia.properties[/code] you have set [code]magnolia.update.auto=true[/code]. Set it back to false and restart to see installer screen. The reason you see message on every restart is because there is most likely a non-fatal error during installation of some module and every restart it tries to reinstall and fails. Turning on the visual installer will show you error on screen, otoh you should be able to see that error already in your log files if you inspect them with eagle eye ;)
