well, actually it's not so difficult to move from version 2 to 3 using
bootstrap...

you should export the webiste tree + any template/paragraph/dialog
separately (+ uri mappings, subscriber, or other settings), then you
will be able to import those into a fresh 3.x instance.
The content exported from the website jcr should also need some minor
conversions (images and files have now a resource nodetype instead of
content), but AFAIK it will continue to work also without conversion
(and you should be able to do that pretty easily using xslt or
manipulating nodes using api after import).

With the commercial converter you will get this done easily and
without troubles... it's up to you to choose your favorite path ;)
