Maybe "self-installing" would be the better subject - but the idea is
interesting.
You could do that by checking if the settings exist and if not go and
create them. However be careful to use a name space that is unique.
We have a tool in the Enterprise Edition that allows *end users* to
create packages and than handle them a a single entity. The module
mechanisms works very well for *developers*.
