Have a look at the existing users and role definitions. You read-need
access to the menu items (shown at the left side) etc. If you copy an
existing role verbatim, its good start. Then restrict it to only be
used for the menu item (call the role "menu" if you wish). Then add
other roles for the specific sites. Combine several roles per group,
and put user in the relevant groups.
There are a couple of things you will need to look at for your kind
of setup, but its possible - and if all else fails, either sponsor
Magnolia to develop what you need, or develop it inhouse (you have
the source) and commit it back (so you don't have to maintain it
through release changes).
