thanks for your input.
sure I can reorder the pages on the public side.
but in my opinion it does not make much sense to organize your page
on the admin instance to your liking and after activation you have to
login to the public instance to reorder your whole site again.
also it used not to be like that in prior versions therefore I do
consider it as a bug.
other opinions?

I don't think it's a bug, the tree is order by date of creation. When
activating, you "create" the page on your public instance.
