One potentially easier way is to use the .properties format.
Unfortunately this is currently only useable when bootstrapping the
web-app (not through import nor module bootstrapping). I guess it
should be feasible to implement wider support for this though.
There's also been discussions about supporting a simpler xml format,
but I don't think it led anywhere concrete. Check Jira, maybe that
will give you more insight than I can at the moment.
I also wonder how people generally handle this, cause I'm personnally
not really satisfied with the xml import/export format either - makes
it too difficult to read svn diffs for instance :)
