Resolved.
Installed new Tomcat 5.5.20.
Upped the java memory to 512 (instead of recommended 256, though this
shouldn't matter)
Deployed new magnolia 2.1.5 war files into new tomcat.
Set the config subscriber senderURL and set it to false (for now. you
can change all this later).
then did the following in their exact order:
1) copied templates and docroot directories into new magnolia from
broken instance
2) exported config (Templates, Paragraphs, dialogs) from broken instance
3) exported websites from broken instance
4) import config elements into new magnolia instance, the this exact
order: Templates, dialogs, Paragraphs
5) import website elements into new magnolia instance
worked like a treat!
