Looks like you copied/activated too much. In the public site, log in to adminCentral and change server/admin from true to false in the Config section. That will drop the green bars. You'll probably also have to modify the secureURIList while there as well so the general public only get's a login page for places they shouldn't be like adminCentral. The last thing to get you headed in the right direction is set /subscriber/active to false in the public instance.

For files (as opposed to repository content) in magnoliaPublic, they aren't sync'd with the author environent on activation. They will have to be manually copied from the author environment to the public.
