Do all the red dots need to be green?
No. As a matter of fact, in the config repository, some of them should
be red like subscribers. The others can be red and you can still make
changes. They will turn green when that node is successfully activated
to the public instance. Those that should be activated to show in the
public side include users, user roles, dialogs, paragraphs, templates,
and anything in the website repository.
