Oh fun! Instructions below assume magnolia 3.0.x
I would edit WEB-INF/config/default/magnolia.properties of your public
instance and add config to the property magnolia.bootstrap.force=
Bounce tomcat once and edit config back out of the above mentioned
property of magnolia.properties. Then go ahead and re-customize as
necessary but be sure not to de-activate it again.

I should mention that this trouble started after I acivated config/server and then deactivated the same.
