Thanks Sean. This is a really poor solution for us, though,
unfortunately.
The customer keeps a mix of activated and unactivated content that is
still a work in progress, so it is not always possible for them to
deactivate and reactivate the entire site. They are going to be adding
new pages along the way, as well, and it seems kind of unrealistic to
expect them to deactivate and reactivate the entire site every time they
add new content to it. :-\

I'd suggest deactivating the whole site and reactivating it. That should get

the AdminCentral how they want them to appear in the sidenav.
This works great in the admin preview of the pages, but on the public
site, the pages are not ordered the same as they are in the admin. Is
there any way we can preserve the ordering of the page hierarchy from
admin to public? Or do I need to tell the client that they will need to
re-order their pages a second time in the public admin?
