Pretty much hard-coded there, so I'd imagine it was the same in 3.0. It would be nice functionality to have, I ran into the same problem when I've been testing out 3.1 and sometimes I want it to be an attachment disposition, sometimes not. If you know you never want content disposition, you could pull down the 3.0 code that matches the version you're using, remove that line, recompile and stuff it into the appropriate jar file (or just do a complete build and let maven take care of it for you). Maybe a new url for dms beside the default dms and dms-static that was dms-clean, dmsc or something to indicate it isn't doing anything trying to get the file to be treated as an attachment. I know for image files I rarely would want them treated as attachments if ever, but I don't think there is a simple organization that one can do that would cover all bases without adding on another dms base link like dms and dms-static. It doesn't seem to make sense just to put it at the document level because different locations on a site may require different treatment of the same document.
