Simply because it's one tool that works, doesn't require tons of ugly
hacking php to configure or customize, because it offers integration
with stuff like Jira, because a couple of us have experience with it,
because it has a remote api, because we're hopefully getting an
opensource-project license, because just because we do open source
doesn't mean we have to be zealots about it, and we'd rather get the
tool that "just works". None of the stuff I tested before had either
the features, the support, the community, or the extensions.
(If I wanted to start a flame war, I'd say that it's a similar debate
to how I'd rather pay to use osX than fight with linux for free)

users, while we have 700+ users on Jira), so I simply had to disable
write permissions from everyone. This is why if you login at the
moment, all you'll get is a permission error message. Simply log out,
and you'll at least be able to *read*. I'll also temporarily add the
commenting permission to anonymous users.
In the meantime, I'll be glad to re-add specific contributors if they
ping me or reply to this email. Hopefully we will receive a license
in the coming week.
