As I can see, there is a typo in one of the paragraphs used in the
sample page "help/openwfe.html"

wrong closing of the img tag and double slash after context path:
<img src="/magnoliaPublic//.resources/file-icons/pdf.png"(>
should be:
<img src="/magnoliaPublic/.resources/file-icons/pdf.png" />
How does one fix such a thing without sitedesigner on Magnolia CE 3.5?
