first, you should post such questions to te user list. The dev list is
for the communication between Magnolia developers only.
To your question: No there is no concept in Magnolia like the Design
concept of CQ. But you can have a look at SiteDesigner which is part of
Magnolia Enterprise. SiteDesigner has a concept of configurable
templates/paragraphs.
On the other hand you can implement the logic of CQ Designer. I did this
some months ago, but did not use it in projects.
