I am using the root_fs_toms1.7.205.bz2 from user-mode-linux.sourceforge.net.

It doesn't seem to be a UML problem. I made it
work. It seems this image expects devfs.

Try:

$ ./linux-2.6.13.1/linux ubd0=root_fs_toms1.7.205  -s

# vi /etc/inittab

remove : c1:5:respawn:/usr/bin/agetty 38400 ttys/0
add       : c1:5:respawn:/usr/bin/agetty 38400 tty1

Then run "init 5" or halt and restart UML. I got a
nice xterm.
