skas mode needs a bit of work in order for this to work.

It was always controlled by the config variable.

Offhand, with skas mode, I can't think of a reason that it couldn't be
specified on the command line.  This is related to determining at
run-time where to put the skas0 stubs in response to a non-standard
host split.
