Duh - I missed the actual file it was complaining about...

This says there's no /dev/tty0 - I think that should be created by
udev. I ran into another case of this recently, but couldn't
reproduce the problem here. Somehow the 64-bit host seems to be
confusing udev.
A possibility is this - there is a host bug which causes SIGBUS in UML
processes on 32-bit UMLs. If this is hitting udev (which I have seen
it do), it could be preventing the creation of /dev/tty0.
So, I would update the host kernel if it's not too recent and see what
happens.
