I managed to fix the issue.
I found the required lib in
/usr/hdp/2.3.0.0-2557/phoenix/phoenix-client.jar, as mentioned here:

This seems to be a bug in Ambari metrics packaging that it does not
include phoenix-client.jar, only phoenix-core.jar.
With /usr/hdp/2.3.0.0-2557/phoenix/phoenix-client.jar or
/usr/hdp/current/hbase-master/lib/phoenix-server.jar in the classpath it
works.
Still find it strange that it worked in 2.1.2 given that phoenix version
and install has not changed.
