I haven't managed a 3000 node cluster. I'll let someone else reply.  Here's
a tuning guide that contains recommendations for up to 1600 nodes

I am not saying that is the CAP, just what I could find with a quick google.

Well that's an old post so maybe look at the feature set for the new
version of Ambari(3.0) it may have it.
