OK, I saved my build file with UTF-8 and now I can use Japanese for
basedir

   <project basedir="Japanese"/>

ok, was joking

Java supports unicode (I think) and xml, too. So change the xml header
to
your appropriate encoding (I use <?xml version="1.0"
encoding="ISO-8859-1"?>
)
and try it out.
