Not sure if this is quite what you are looking, but should be close ...
<exec dir="${vob.dir}" executable="cmd">
<arg line="/c cleartool lshistory ${file.to.check}"/>
</exec>
This executes the cleartool command line tool with the "lshistory"
command, output coming back to console.
