You can accomplish 2) with the <sql> task. For procedures, pay attention to the keepformat attribute of the sql task, you will probably want to set it to true. For 1) the backup of an existing procedure... You should have a copy of it in version control. If not, you should consider keeping your plsql code in a version control system. Not sure how you would accomplish 3).
