I think you cant combine classpathref with a nested classpath.
Have you tried running with -verbose or -debug? There 'should' be an
error message on that (otherwise we have to implement that ;)
Change the target to

<classpath>
<path refid="libraries"/>
<pathelement path="${targetdir}"/>
</classpath>
</java>
</target>
