I found javadoc had a hard dependency on ../etc/common.xml which I solved with
<available file="../etc/common.xml" property="isFileAvail"/>
<!-- Module targets -->
<target name="com.hp.mwlabs.ts.product.orbportability.compile"
if="isFileAvail">
<javadoc....>
