I don't believe there's a IsPropertyTrue condition. I believe you might want
to be using the <istrue> condition.
This should work:
<if>
<*istrue* property="BPELForceBuild"/>
<then>
<touch file="${bpelrootd...@${modulename}/build.xml"/>
</then>
</if>
