I dont know JDeveloper.
Maybe you want to create a runnable JAR file.
This just is a jar file with a Main-Class entry in the manifest.
<jar ...>
<manifest>
<attribute name="Main-Class" value="${application.main.class}"/>
</manifest>
</jar>
