Just a wild guess:
org.osgi.framework.ServicePermission  for *, get
or
org.osgi.framework.ServicePermission for
org.osgi.service.packageadmin.PackageAdmin and
org.osgi.service.startlevel.StartLevel, get

Not sure if this helps and if this is sufficient.
