Sorry - I replied too quickly. What exactly are you trying to accomplish? I mean what exactly do you need arrow-devel for? For which languages (Python, C++) ? What is your flexibility with respect to the OS?
I believe there are 16.1.0 packages in Fedora Rawhide (41), but your need seems highly unusual.
