  Unfortunately, Pollinate is probably not the best bet for tooling. 
It is definitely possible to build Beehive-enabled applications using
Eclipse and WTP.  A blog post describing this is here:

Doesn't have visual surfaces, but it supports source editing. 
Hopefully, we'll have visual sufraces at some point in the future.
