As a reference, here's the follow up for the user list about this issue (as further discussion was off line)...
The problem turned out to be an incomplete web.xml. The proper <filter>, <filter-mapping>, <servlet> and <servlet-mapping> elements required for NetUI had been manually removed from the web.xml. Without these, the Beehive NetUI servlets and filters will not be initialized as part of the webapp context... so the default NetUI configuration file will never be read and parsed... and the netui tags will fail with the given error message.
