As a reference, here's the follow up for the user list about this
issue (as further discussion was off line)...

The problem turned out to be an incomplete web.xml. The proper
<filter>, <filter-mapping>, <servlet> and <servlet-mapping> elements
required for NetUI had been manually removed from the web.xml. Without
these, the Beehive NetUI servlets and filters will not be initialized
as part of the webapp context... so the default NetUI configuration
file will never be read and parsed... and the netui tags will fail
with the given error message.

The root cause is that the object representing the parsed
configuration file is still null when you get to the rendering of the
tag. It should have been set during the init() process for the
registered PageFlowActionServlet in the web app. Have you noticed some
other exception or error that seems related but in the initialization
process for the web app? For instance, a problem parsing the config
file or another error in the initialization so that the config file
has not yet been parsed?
