Either way you need to go for the route: "Not Recommended: Setting up development environment from scratch:" because we don't have 18.04 docker images. Also the Puppet scripts might not have 18.04 package settings. Let me know if you have any questions. BTW would you like to make 18.04 available in Bigtop as well?
