... and I can confirm that the work-around described in
  https://issues.apache.org/jira/browse/BIGTOP-3630
works. Just add as apt source (in a single line):

deb
http://repo.bigtop.apache.org.s3.amazonaws.com/releases/3.0.0/ubuntu/20.04/$(ARCH)
bigtop contrib
