Hi ! Sorry for late reply. BookKeeper is meant to be built on Linux.
But you can try to enable "Windows Linux Subsystem" and you will be able to use a REAL (not virtual machine) linux environment on your windows machine. You have to "Windows Linux Subsystem" with Ubuntu, then install java openjdk, maven, gcc...and whatever you need.
