MATH_2_X branch

At the moment,
http://svn.apache.org/repos/asf/commons/proper/math/trunk/ contains
3.0 development sources and
http://svn.apache.org/repos/asf/commons/proper/math/branches/MATH_2_X/
is the where 2.2 work is happening.  The package you are looking for
is in both and (I think) identical.
