Anyone on this list, Jira, and GitHub helps out as volunteers as their time permits. Certainly some components of the Apache Commons project are less active than others, and may not have seen a release in a long time, in some cases that is just a sign of maturity and in other cases just a lack of interest. The site forn component should state its status. In general, if a bug is fixed it is done for the next release, not on a previous major version, so for example it is unlikely Commons Lang 2.x will see another release but you can expect a new release of the 3.x line in the coming weeks or months.
