I have exactly the same symptoms.
Since the IDE builder options are "Java" and "Ant" I've tried modifying the 
.project and .classpath files according to the config files of a newly created 
rules project. This also failed.

thats odd. can you create a new rules project? and it should show up the
drools builder.
