I discovered that now (in Flink 1.7.2( queryable state server is enabed if
queryable state client is found on the classpath, i.e.:

<dependency>
<groupId>org.apache.flink</groupId>
<artifactId>flink-queryable-state-client-java_${scala.version}</artifactId>
<version>${flink.version}</version>
<scope>provided</scope>
</dependency>

I hope this could help someone else..
