Does RocksDBStateBackend need a separate RocksDB service？

In  my  code,  I just setStateBackend with a hdfs direcoty.
           env.setStateBackend(new 
RocksDBStateBackend("hdfs://user/test/job")); 

Is there an embeded  RocksDB  service in the flink task?
