I did a completely new 'svn co' (revision is 154656) and it seems that the menu disappeared (even with a brandnew 'forrest seed'). SEE HTML snippet below. menu-index.html is empty (i.e. not even <html/>).
The content is rendered correctly.
I guess this is a bug?!
I have the same problem (revision 154655): tabs and content is rendered correctly (although no tab highlighting), but no menu.
Thus bug confirmed:-(
