Instead of:

<ul>
<li>list item</li>

</ul>

</p>
Just do:
<p>
blah blah
</p>
<ul>
<li>list item</li>
<li>list item</li>
</ul>
<p>
blah blah
</p>
(note a paragraph is a group of sentences, so list, ordered or otherwise
has no place inside a paragraph)
